Introduction and Scope
This Product Information Package is intended to provide to CLECs a product description and
general ordering information specific to the DS0 Wholesale Local Platform Service – 2 Wire
ISDN/BRI described herein. Where BellSouth is not required to provide this service pursuant to
Sections 251 and 252 of the Telecommunications Act of 1996 (the “Act”), but chooses to offer
the service through commercial agreements, the service is described in this document as the
DS0 Wholesale Local Platform service. Where BellSouth provides this service in its CLEC
interconnection agreement that is filed and approved by a state commission pursuant to the Act,
the service shall be known by its previous name of Unbundled Network Element Platform (UNE-
P), or 2-Wire ISDN/BRI Digital Loop & Port UNE Combination. The UNE-P version of this
service is cover under the embedded base provisions of the TRRO. This document applies to
both DS0 Wholesale Local Platform service and UNE-P service. For simplicity, the explanations
provided in the body of this document will refer to just DS0 Service or 2 Wire ISDN/BRI, but the
procedures will apply to DS0 Wholesale Local Platform service and UNE-P service. Further, the
USOC descriptions, for these services shall continue to be labeled as Unbundled Network
Elements, although they will be used for both the DS0 Wholesale Local Platform and UNE-P
services.
This Product Information Package is replaces the 2-Wire ISDN/BRI Digital Loop & Port UNE
Combination Section of the UNE-P Information package for 2-Wire ISDN/BRI Digital Loop &
Port UNE Combination and 4-Wire ISDN/PRI Digital Loop & Port UNE Combination, Version 6,
September 30, 2003 in its entirety.
Detailed ordering guidelines are provided in documents located on the BellSouth
Interconnection Web site. Ordering procedures will be identical to the ordering procedures now
available for 2-Wire ISDN/BRI Digital Loop & Port UNE Combination. Ordering guidelines are
being revised to reflect DS0 Wholesale Local Platform Service – 2 Wire ISDN/BRI.
The information contained in this document is subject to change. BellSouth will provide

The following legal and regulatory guidelines apply when providing DS0 Wholesale Local
Platform Service – 2 Wire ISDN/BRI:
1. BellSouth will make DS0 Wholesale Local Platform Service - 2-Wire ISDN/BRI available
on a conversion basis in all areas in all states where the end-user customer has
BellSouth Basic Rate ISDN or the CLEC resale offering. Pricing for this offering will be
at negotiated DS0 Wholesale Local Platform Service Rates, unless otherwise ordered by
a regulatory authority.
2. BellSouth will make DS0 Wholesale Local Platform Service - 2-Wire ISDN/BRI available
as a new installation in all areas in all states where facilities permit. Pricing for this
offering will be at negotiated DS0 Wholesale Local Platform Service Rates, unless
otherwise ordered by a regulatory authority.
3. Existing flat rate retail services may be converted to a measured rate service.
4. End Users with BellSouth special calling/billing plans that switch to a CLEC service
provider that utilizes DS0 Wholesale Local Platform Service to provide service will lose
the BellSouth calling/billing plan.
5. BellSouth end-users under Rate Stability Contracts that switch to a CLEC service
provider that utilizes DS0 Wholesale Local Platform Service to provide service will be
responsible for tariff and/or contractual liabilities.
6. DS0 Wholesale Local Platform Service lines are not available for purchase or for
conversion from Special Access or Private Line Circuits, if such network elements will be
used to provide wireless telecommunications services.”

Product and Technical Description: DS0 Wholesale Local Platform
Service - 2-Wire ISDN/BRI
Service Description
DS0 Wholesale Local Platform Service - 2-Wire ISDN/BRI is composed of a 2-wire, 2 way digital
port and 2-wire digital loop. This service must be configured as a 2-way combination service.
DS0 Wholesale Local Platform Service - 2-Wire ISDN/BRI is a local measured rate exchange
service for CLECs. The service provides the CLEC’s end user access to two 64 Kbps (B)
channels and one 16 Kbps (D) channel per line. The end user has the option to activate up to 2
B-Channels on the Combo and no more than one D-Channel. It allows a minimum of one and
maximum of eight profiles per 2-wire ISDN port arrangement.
Calling/Called Number Delivery and Call Hold are included with this service. One directory
listing will be furnished at no charge for each DS0.
If ISDN/BRI is not provisioned in the serving wire center, interoffice channel mileage will be
billed. If the end user has a Foreign Exchange (FX) or Foreign Central Office (FCO)
arrangement for its 2-wire ISDN, interoffice channel mileage will be billed.
Switch-based dialing patterns will be available on the converted service at parity with the service
prior to conversion.
Customers with packet switching and features not provided in the list of vertical features will not
be allowed to convert to this DS0 Wholesale Local Platform Service arrangement.
This service is implemented as a single unit. Billing will detail the individual elements, their
costs and usage charges. Existing flat rate services will be converted to a measured rate
service.

digital loop, a DSO facility, directly into an ISDN digital switch port. These ports can only be
used for DS0 terminations on the line side of the switch. This DS0 Wholesale Local Platform
Service offering will be limited to the above arrangement.
DS0 Wholesale Local Platform Service – 2-Wire ISDN/BRI provides the Basic Rate Interface for
ISDN service at the point of demarcation. BRI provides the end user access of up to two 64
Kbps (B) channels and one 16 Kbps (D) channel per exchange access line.
The D channel carries the out-of-band signaling information associated with the B and D
channels.
B channel circuit switched services offer up to 64 Kbps intra-office transmission of voice or data.
This permits the end user to use circuit switched voice or data transmission paths on a per call
selection basis. Transmission on the B channel will be circuit switched at 64 Kbps within the
switch and/or equipped facilities between ISDN compatible central offices.
ISDN interconnection to non-ISDN equipped central offices is potentially subjected to analog
transmission or sub-rated to 56 Kbps. Each Access to a B channel for Circuit Switched
Voice/Circuit Switched Data (CSV/CSD) includes one directory number (DN).
The following are set parameters for B channel and D channel Switched Services:

Each B channel terminal will be provided logical channels up to the technical capability
of the serving central office.

Each logical channel can carry an independent call with throughput of up to 64 Kbps.
Each D channel terminal will be provided logical channels up to the technical capabilities
of the serving central office.
The 2-wire digital loop is a dedicated digital transmission facility from the end-user to the
BellSouth switch. System Signaling 7 (SS7) or Multi-Frequency (MF) protocol may be utilized
across the network. The facility allows the end user to send and receive circuit switched voice
and circuit switched data telecommunications traffic. The DS0 2-Wire Digital Port is a dial-up
facility that provides signaling features, functions and capabilities of the line side termination of
the switch, hunting, and access to other services such as E911, PIC/LPIC options and routing.
The Selected Carrier Routing option, if chosen, allows the CLEC to route its end users’ calls to
the CLEC’s own Operator Services platform or its Business Office. The port also includes
switching functionality, which determines where the call needs to be terminated, and routes it
onto the interoffice transport-shared portion of the network. Calls that can be carried on these
services include: local 10 digit, Operator, Credit Card 0+ InterLATA toll, Credit Card 0+
intraLATA toll, 1+ InterLATA toll, 1+ intraLATA toll, Local Directory Assistance, Long Distance
Directory Assistance, 1+800 Inter- and intraLATA, and 1+900.
Usage data is available via CLEC subscription to Access Daily Usage File (ADUF) and Optional
Daily Usage File (ODUF). To receive ADUF messages, CLEC must have Network Data Mover
(NDM) software, which is available from BellSouth.

If the end user’s serving wire center is not equipped for ISDN and an interoffice channel is
involved, or FX (Foreign Exchange) or FCO (Foreign Central Office) is required, interoffice
channel mileage will apply. Numbers will not be delivered from lines equipped with Optional
Calling Number Delivery Blocking in A13.19 of the GSST.

Pre-Ordering Checklist: DS0 Wholesale Local Platform Service - 2-Wire
ISDN/BRI
Availability
This DS0 Wholesale Local Platform Service – 2-Wire ISDN/BRI will be offered where the
BellSouth switch is ISDN-BRI equipped, where the facilities are available, and consistent with
CLEC agreement terms, conditions and rates.
Billing Information
The CLEC must provide a facility based OCN and Q account number.
DS0 local switching elements associated with calls carried over these services will be applied
based on the interconnection agreement.
This service will be billed monthly on a Carrier Access Billing System (CABS) standard bill
known in the industry as the “J” Bill. For samples of the “”J” bill, see the notification letter
SN91081502, dated June 15, 1999. The interconnection web site below connects the CLEC to
a guide on “Understanding Your Bill”.
Monthly bills will be sent through an agreed upon electronic process. If no electronic process is
selected, paper bills will be sent to the CLEC.
Each day BellSouth will electronically send the CLEC an ADUF detailing all access usage for its
end-user customers and ODUF detailing all local and intrastate toll usage for its end-user
customers. To receive ADUF messages, CLEC must have Network Data Mover (NDM)
software.
Transport
If a customer’s serving wire center is not equipped for ISDN and an interoffice channel, FX, or
FCO is required, and the appropriate interoffice channel mileage will be charged.

When Ordering ISDN BRI: The CLEC should submit orders for conversions from BellSouth
and new service to the CRSG/Account Team Representative. Subsequent orders or conversion
from CLEC to CLEC should be submitted to the LCSC. The CLEC will provide the port USOC,
the loop USOC, and appropriate interoffice trunking and/or dialing parity USOCs as defined in
the table above. The CLEC must also advise BellSouth of any and all features it would like to
order with ISDN/BRI. The CLEC may also order Pre-packaged bundles of features called EZ
Packages. Appendix V identifies Optional Feature USOCs and the EZ Feature Packages that
are eligible to be ordered. The CLEC should add the appropriate Feature USOC(s) to the
ordering documents.

Optional Loop Tagging
When a BellSouth technician is required to be dispatched to provision the DS0 level loop,
BellSouth will tag the Loop with the Circuit ID number and the name of the ordering CLEC.
When a dispatch is not required to provision the DS0 level Loop, BellSouth will tag the Loop on
the next required visit to the end user’s location. If the CLEC wants to ensure the Loop is
tagged during the provisioning process for Loops that may not require a dispatch, the CLEC
may order Loop Tagging, which will force the dispatch of a technician. This Loop Tagging is
over and above the normal provisioning process, and as such, is a chargeable option. DS0
Level Loop tagging is restricted to the provisioning of new installs of DS0 Wholesale Local
Platform Service. Conversions are restricted from optional Loop Tagging.
The CLEC is responsible for placing the correct Optional Loop Tagging USOC on the LSR. The
CLEC will be charged for this dispatch at the rate associated with these USOCs, as detailed in
their Interconnection Agreement. If the orders complete with the Loop Tagging USOCs in place
the CLEC will be charged, whether or not BellSouth would have dispatched on the order. The
optional Loop Tagging USOCs can be found in the USOC Matrix in this document.

Intervals are based on receipt of an error-free manual LSR. A Service Inquiry will not be
required. An engineering job may be required. If equipment is required, then a field vendor will
be involved. This will affect the installation interval.
